Description of problem:
The castxml package from epel9 can no longer be installed on an EL 9.2 machine, which has a newer version of libLLVM:

# dnf install castxml

Error: 
 Problem: conflicting requests
  - nothing provides libLLVM-14.so()(64bit) needed by castxml-0.6.1-1.el9.x86_64
  - nothing provides libLLVM-14.so(LLVM_14)(64bit) needed by castxml-0.6.1-1.el9.x86_64
  - nothing provides libclang-cpp.so.14()(64bit) needed by castxml-0.6.1-1.el9.x86_64
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)

I believe it needs a rebuild against a newer version of libLLVM.
