We'll have to introduce an rpminspect.yaml and backport https://src.fedoraproject.org/rpms/python-docutils/c/a69c374c734196835d7a41a9ea5837a9e46a7542.

The error message is /usr/lib/python2.7/site-packages/docutils/writers/pep_html/template.txt is not a well-formed XML file in python2-docutils on noarch

However this is a template so we can exclude it from testing.
