Not possible to delete, or add key to login or to add key from fedora 38 desktop\laptop to make easy (ubuntu-bug <package name>) to make easy bug and find issue about why computer crashes. So how to add autocally bug report and debuging?

This is correct. You cannot delete keys, you can only revoke them.

On your first image there is a checkbox for creating keys.

You will need to ask the Fedora team these questions. It's probably best 
to do this outside of Bugzilla. See
