Bug 2214191

Description of problem: Installed f37 recently on a new Lenovo P14s and cannot update the TPM or Battery because I get the following error for both updates:

How reproducible:
Every time.

Steps to Reproduce:
1. Install f37 on Lenovo P14s, auto partitioning, reclaim all disk space.
2. Try to update using `sudo fwupdtool update`
3. After accepting prompts to restart, nothing changes and the update remains on the next call to fwupdtool.
