Can you expand on where specifically you believe "satellite-utils-6.12-for-rhel-8-x86_64-rpms" is needed in the installation guide?

You can close this ticket, this was an mistaken report in the documentation. Similarly 2215350 is a mistaken report. I deleted these on the documentation but the tickets have stayed open. Apologies-
