Filtering repositories gives incorrect results.

Version-Release number of selected component (if applicable):

Satellite 6

How reproducible:

1) Enable the following repositories.

    Content ---> Red Hat repositories

  JBoss Core Services RHEL 7 Server RPMs x86_64 (jb-coreservices-1-for-rhel-7-server-rpms)

  JBoss Core Services RHEL 8 RPMs (jb-coreservices-1-for-rhel-8-x86_64-rpms)


2) Now navigate to:

     Content ---> Red Hat repositories ---> Enter 'core services' in the search box, select 'Both' and search

Both the repositories available on the right side(Enabled Repositories).

3) Try searching 'coreservices'.

    Content ---> Red Hat repositories ---> Enter 'coreservices' in the search box, select 'Both' and search

No enabled repositories on the right side(Enabled Repositories). However the same set of repositories listed in the left side(Available Repositories).


Expected results:

Repository should list under 'Enabled Repositories' while searching with the keyword 'coreservices'  as well.

For a workaround, try `content_label ~ coreservices`.
