Describe the issue: 
There is a new boot option inst.wait_for_disks= implemented in RHEL-8.9/9.3, see bug 1770969 and bug 2171811.

Suggestions for improvement:
A proposed text to be added to the installation guide:

inst.wait_for_disks=
Use the inst.wait_for_disks= option to specify the number of seconds the installer should wait for disk devices to appear at the beginning of the installation. This option is useful when an OEMDRV labeled device is used to automatically load a kickstart file or the kernel drivers, but the OEMDRV device takes a long time to appear during the boot process. The installer waits at least 5 seconds by default. Use 0 seconds to minimize the delay.

Additional information: 
Note that this boot option will be available since 8.9 and 9.3, so this should be noted in the installation guide as well.
