A rebase of leapp-respository to lastest upstream release (0.19.0). For the full list of changes, read:
* https://github.com/oamg/leapp-repository/releases/tag/v0.19.0


NOTE: the new leapp-repository version will be released in upstream in Aug. The ticket has been created in advance to have the possibility of continuous updates of the code to stay close to the upstream state.

I have manually checked the build contains expected code from upstream plus I have run /plans/8to9/tier1/upgrade_happy_path to confirm the build works in basic use case. Based on that I am setting verified:tested
