This change is already mostly implemented in current Fedora Rawhide.
fedora-repos-modular should no longer be appearing in WS, desktop ostrees, Spins, and containers.
Fedora CoreOS is still evaluates whether they will do this for F39.

fedora-toolbox also still needs to be rebuilt, but that is really a separate issue.

F39 was released on November 7th, so I am closing this tracker. If this Change was not completed, please notify me ASAP.
