Description of problem:
One of our VIP customers from APAC region complained about poor Neutron performance for "openstack network create ..." call. We have collected strace, DEBUG logs and other data, but failed to identify the root cause. I will share extracts from logs privately.

How reproducible:
Run "openstack network create ..." command.


Actual results:
It takes ~30 second to create network
