The default file created on default rhel9 installations is 50-redhat.conf  and not 
05-redhat.conf
[root@rhel9 ~]# ls -ltr /etc/ssh/ssh_config.d/50-redhat.conf 
-rw-------. 1 root root 716 Jun 23 11:12 /etc/ssh/ssh_config.d/50-redhat.conf
[root@rhel9 ~]#
