Description of problem:

The cephadm shell becomes unresponsive after node reboot. 



Version-Release number of selected component (if applicable): 17.2.6-76.el9cp


Steps to Reproduce:
#   Bootstap a cluster with selinux set to Permissive mode via playbooks/bootstrap-cluster.yml
#   Add OSD nodes using add-host-to-cluster.yaml and deploy-osd-service.yml' playbook
#   Check cluster status when nodes are performed with reboot/powercycle 
#   Once the node is back after reboot, the cephadm shell commands fails to execute

Actual results: Cephadm shell shouldn't be unresponsive
