Description of problem:


leapp-repository-openstack is set of actors specifically designed for openstack cases. At the moment tripleo-heat-templates installs leapp-repository meaning manual intervention from clients. 

How reproducible:
Always


Steps to Reproduce:
1. Run 16.2>17.1 FFU without workarounds
2.

Actual results:
Broken upgrade as leapp-repository-openstack is not installed

Expected results:
installed leapp-repository-openstack and successful FFU
