Patch for building xtl against EPEL 8 none

There is no xtl package available in RHEL 8 or RHEL 9. Please branch and build xtl for EPEL.

Reproducible: Always




The rawhide branch of this package builds and installs cleanly against EPEL 9: https://koji.fedoraproject.org/koji/taskinfo?taskID=102618302

For EPEL 8, two changes were necessary:
1. Revert the Sphinx 4 patch to support the older version of sphinx in EPEL 8.
2. Use a different target directory macro to support in-source CMake builds as well.

I've attached a patch for EPEL 8.

If maintenance and/or testing is a concern, please consider adding me (FAS cottsay) as an EPEL-only co-maintainer of this package.
