rpminspect has been enabled on RHEL8 so we get the usual failures without an rpminspect.yaml file.

- malformed xml's from test files
- non-standard way of applying patches
- forbidden function symbols inet_aton and inet_ntoa

And if there is a rebase we'll possibly get the changedfiles and filesize errors.

I propose to add the https://src.fedoraproject.org/rpms/python3.11/blob/216f3d53bcdd8415503a7541552ca566e097ae07/f/rpminspect.yaml file from Fedora.
