Switch to cmake builder in order to package the cmake configuration files: `pcre2-config.cmake`

Do you know about any benefits that would this bring to the pcre2 package?

It will allow cmake users to use:

```
find_package(pcre2)
```

Unfortunately the files are not generated by autotools so it does require switching the build configuration. Fortunately the configure flags are more-or-less one-to-one mapped with the [cmake ones](https://github.com/PCRE2Project/pcre2/blob/fb84d7399181161ad8074ee26778007dfcbccd5b/CMakeLists.txt#L215-L355)

This is a packaging issue (specifically of `pcre2-devel`) and it should be handled on the fedora side.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
