Man-page dir_colors(5) uses LDP-1 license which, after requesting review of this license at https://gitlab.com/fedora/legal/fedora-license-data/-/issues/211, was determined to be not-allowed for Fedora. 
Because it is unclear who the copyright owner of dir_colors(5) is, it would probably be difficult to change the license this man-page uses and so it should most likely be removed.

As far as I know, this is be the only man-page using LDP-1 license.
