Description of problem:

Standalone deployment has been a tech preview feature since it was added, with the intention to make it GA in a future release.

Now we are removing TripleO from our product in RHOSP18, and we no longer have any plan to make this feature GA.
Because the main intention of providing it as tech preview feature is no longer valid, we should remove this feature.
