Running ceph-volume lvm prepare will run into error without extracting bootstrap-osd keying

Add step extract the ceph keyring before running ceph-volume prepare:

# ceph auth get client.bootstrap-osd -o /var/lib/ceph/bootstrap-osd/ceph.keyring
