I use gnome-shell with focus-follows-mouse, which I enable using gnome-tweaks.
I configure Alt-DownArrow to "Lower window below other windows".

When I lower the current window below others, the focus fails to shift to the window now on top as expected.

Reproducible: Always

Steps to Reproduce:
1.Enable focus-follows-mouse
2. Add shortcut for lower window below others
3. open several windows
4. lower top window below others
Actual Results:  
The focus remains with the lowest window.  I can see this by trying to move focused window to another virtual screen, or raise the current window above others.

Expected Results:  
Focus shifts to the top viewable window below the mouse.

This used to work in F37.  This works in Ubuntu 20.04.
