httpd filesystem properly owns the system systemd dropin directories

/usr/lib/systemd/system/httpd.service.d
/usr/lib/systemd/system/httpd.socket.d

But nothing own user directories

/etc/systemd/system/httpd.service.d
/etc/systemd/system/httpd.socket.d

Directory may be created by a "systemctl edit" command

For now php use the system directory (for Wants directory)
May make sense to move this file in the user directory and set it as config file, so it can be changed
