Hi!

I had to add 'require_once 'PHPMailer/PHPMailer6/autoload.php'; in files functions_mail.inc and functions.inc to make it properly load phpmailer.

Without this modification, the page that creates the initial admin user fails.

I have to add that I use the remi-modular repository that provides php 7.4 instead of php 8.2. This may be related.

Could you please try and reproduce with the regular php package, then report back and possibly file a PR ?
Btw, I'm not using mrbs since quite some time and would love to add co-maintainers.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
