verify with build: CNV-v4.13.4.rhel9-168

step:
1. create a vm with:

...

2. in local pc, plug usb device
$lsusb

3. redirect usb device via virtctl
# ./virtctl-v1.0.0-linux-amd64 usbredir 0951:1666 vm-fedora

usb device already attach to vm, move to verified.
