RHEL 9 currently has Hexchat 2.16.0.  More than a year ago (February 2022) a 2.16.1 bug-fix release was made.  It's 25 commits on top of 2.16.0 - includes fixes for things like bug 2051561, adds irc.irc-nerds.net to the server list, etc..  You can see a summary here:

Hexchat 2.16.1 has been part of Fedora >= 36, and hence should be tested well enough already.
