RHEL 8 currently has Hexchat 2.14.1.  Two bug-fix releases for the 2.14.x series were made and 2.14.3 is the latest.  It's 37 commits on top of 2.14.1 and you can see a summary here:

Hexchat 2.14.3 has been part of Fedora from 30 to 33, and hence should be tested well enough already.
