New update 3.2.1-12 is missing dist tag in spec causing package to be build without .el8 tag.

Faulty commit removing %{?dist} from Release: is https://gitlab.com/redhat/centos-stream/rpms/hesiod/-/commit/2117f837945c1ab546c73dff0c43a73a00bb17c8

There was no new build after release 3.2.1-11, so reverted the the change on the version to include '%{dist}'.

Not quite correct either, It should be %{?dist}
