Description of problem:
UBI repo contains kernel-headers package:
https://cdn-ubi.redhat.com/content/public/ubi/dist/ubi8/8/x86_64/baseos/os/Packages/k/kernel-headers-4.18.0-477.15.1.el8_8.x86_64.rpm

But source for this package is not available:
kernel-4.18.0-477.15.1.el8_8.src.rpm should be here:
https://cdn-ubi.redhat.com/content/public/ubi/dist/ubi8/8/x86_64/baseos/source/SRPMS/Packages/k/

Looking at https://www.redhat.com/en/blog/introducing-red-hat-universal-base-image it talks about containers, so I wouldn't expect to find kernel packages there. This might be a case for support ticket, as it looks related to delivery/distribution rather than any bug in kernel component.
