Per the approved change request:

We should start looking at the glibc.spec file License statement and do two things:

(a) See if anything is missing that should be there.

(b) Attempt to convert to SPDX and upstream any licenses into SPDX as required.

(c) Actually convert over to SPDX identifiers.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
