Per the approved change request:

We should start looking at the glibc.spec file License statement and do two things:

(a) See if anything is missing that should be there.

(b) Attempt to convert to SPDX and upstream any licenses into SPDX as required.

(c) Actually convert over to SPDX identifiers.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.

These issues are still open.

This issue is now unblocked since SPDX has updated the text and resolved SPDX issue #2152.

Arjun, May you please follow up with the fedora-license-data #352 to review if it is resolved?

Updated Fedora 41, and Fedora 40 with SPDX identifier.
