Ideally virt-builder should be able to create fedora/etc templated VM images that boot with systemd-boot rather than grub. 

Opening per fedora-dev as a placeholder bug.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
