Description of problem:
There is performance drop in centos 8 stream (9 stream is not affected) in main branch. Measured activation time is more than double of non-affected versions or OS.

1. Run NM_performance_dhcp_on_existing_veths test

Actual results:
Test fails with build from main branch (activation time 4.5s)

Test passes with build from nm-1-42 branch (activation time 2.1s)
