This is followup to bug 2221233 and possibly also bug 2216205.

I think that DNF trying to download metadata and failing on unavailable repositories is problematic. While there is "skip_if_unavailable=false", it is not easy to specify this option from command line and it is much harder to discover that there even is such option.

Therefore I am proposing DNF to be more user friendly and when it cannot download the metadata, it should help users to move forward. To achieve that, DNF should recommend to run the same command with `--setopt=skip_if_unavailable=true`. It would be also nice if there was some nice option to achieve this.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
