Description of problem:
Please apply Fedora commit 0d1c821 to CentOS Stream lapack package, as the man-pages have conflicting names with man-pages package (https://src.fedoraproject.org/rpms/lapack/c/0d1c8214fcfb79f81ca428543fe9fb29248bced3?branch=rawhide)

lapack-3.9.0-8.el9

Undeclared file conflicts:
man-pages-6.04-1.el9.noarch provides /usr/share/man/man3/MAX.3.gz which is also provided by lapack-3.9.0-8.el9.x86_64
man-pages-6.04-1.el9.noarch provides /usr/share/man/man3/MIN.3.gz which is also provided by lapack-3.9.0-8.el9.x86_64


Expected results:
No conflicts

Additional info:
Easy fix, only apply the patch already introduces in the Fedora lapack package

Please aim for the RHEL-9.3 ITR as we are rebasing the man-pages in this timeframe due to a request from the RHIVOS team: https://issues.redhat.com/browse/RHEL-683

This is now blocking my ability to further develop images in the CentOS Alternative Images SIG and the CentOS Hyperscale SIG.

A fixed lapack has been built, but it is still in gating.
