Description of problem (please be detailed as possible and provide log
snippests): Missing y-axis vertical label for ceph rrd snapshot graph
For the CEPH RBD snapshot and replication throughput graph in the DRPolicy dashboard does not show any y-axis vertical label.

The graph title and the y-axis label are the same.

Step to reproduce
1. Select DR Policies under Data Services
2. And click on Data Policies
3. Select Overview Page (will appear once acm-observablity is enabled)
4. There will be two new graphs appear related to ceph RBD snapshot.
   This graphs will be shown once the snapshot metrics are whitelisted.
5. In the graphs we can not see any details about y-axis

Suggestion
Either there should be a tool tipsavailable or a label appear to axis to explain

please add more descriptive info on for the BZ and proper steps to repro... so that it will easier for anyone who is testing this fix...
