Description of problem:
ruamel-yaml and ruamel-yaml-clib are currently only available in older version through CRB repo on el9.

Projects, like fedoraproject.org/rpms/tmt are relying on it and are being built for EPEL9.

Would it be possible to start building the two ruamel packages in EPEL9?

The f38-branched clib seems to be building fine on all architectures.
ruamel.yaml requires this patch https://src.fedoraproject.org/rpms/python-ruamel-yaml/c/1ac0c0a34d5f6aa3412f397daf189d5f22a13e33?branch=f38

See the instructions for enabling the CRB Repo. It is a requirement for enabling EPEL.
