Description of problem:

If there is an SFDC ET on a bug then a job is created regardless of if there is a need to sync anything.

5.0.4-rh87

How reproducible:
Easy

Steps to Reproduce:
1. Have a bug with links to different SFDC envs
2. Update the bug

Actual results:
A job is created for SFDC envs the environment can't sync to.

Expected results:
A job is created only for SFDC envs the environment can sync to.

Additional info:
Syncing can be controlled by the settings on the tracker as well as the enable_external_trackers system parameter.
