This bug was initially created as a copy of Bug #2169709

I am copying this bug because: 

Before fixing this in RHEL, it needs to get fixed in Fedora first.


Description of problem:

The cyrus-imapd-utils sub-package has a dependency on the main cyrus-imapd package when it only needs to depend on the now split-out cyrus-imapd-libs subpackage.

This pulls in unneeded files if one only needs the utils to perform remote administration/monitoring via the utilities it provides.
