Description of problem:

Windows guest failover vf migraiton with BCM57810, MT2892, QL41000 and SFC9220, the network can't work. If adding '-global ICH9-LPC.acpi-pci-hotplug-with-bridge-support=off', then network works well.

No the issue for intel cards 82599ES and XXV710.

No the issue for rhel guest.

According to Yuri's slack message, change the component to qemu-kvm and assign the bug to him.
