All kernels after 6.3.7-200.fc38.x86_64 (and up to kernel-6.4.4-200.fc38.x86_64 as of today), cannot wake up after suspend.
The laptop remains in suspend (flashing power led) and I have to shut it down hard by keeping the power button pressed for 5 seconds.
After downgrading to kernel-6.3.7-200.fc38.x86_64 suspend/wake works again.

Reproducible: Always

Steps to Reproduce:
1. Boot in a kernel between 6.3.8-200.fc38.x86_64 and 6.4.4-200.fc38.x86_64
2. Suspend through Power menu or by closing the lid 
3. try to wake the laptop back up (power button press or opening lid)
Actual Results:  
Laptop doesn't wake up

Expected Results:  
Laptop should wake up

Suspension seems to be working again with kernel-6.4.6-200.fc38.x86_64
