Description of problem: The Cockpit Help Menu provides links to documentation for "Web Console" and "Configuring system settings". These both link to the RHEL 8 version of the document despite having been installed through RHEL 9.2 (Plow).


Version-Release number of selected component (if applicable): cockpit.x86_64, 286.1-1.el9, @rhel-9-baseos-rhui-rpms

How reproducible: Always


Steps to Reproduce:
1. Set up Cockpit on RHEL 9.2
2. Access Cockpit through user account
3. Select links "Web Console" and "Configuring system settings" from the Help Menu drop-down
