libspf2 failed to build from source in Fedora rawhide/f39

Please fix libspf2 at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
libspf2 will be orphaned. Before branching of Fedora 40,
libspf2 will be retired, if it still fails to build.

No idea why this happens during the build:

i was able to rebuild libspf2 with doxygen 1.9.7-3 without any issue on rawhide
