luabind failed to build from source in Fedora rawhide/f39

Please fix luabind at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
luabind will be orphaned. Before branching of Fedora 40,
luabind will be retired, if it still fails to build.

This failed to build because of an issue in the "b2" build tool. I've fixed that issue in the "boost" package: https://bodhi.fedoraproject.org/updates/FEDORA-2023-30e7874cdc

However, it failed a test, unrelated to a fix, and cannot be used as a build override, which is blocking the rebuild of this package.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
