This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle. Changing version to 39. We have rediscovered this problem during the initial Python 3.13 bootstrap as well. Apparently, the python-pbr in the Fedora 39+ repositories is built in the bootstrap mode only. Matthias, do you plan to have a look at this, or are you no longer taking care of this package and it should be assigned to somebody else (perhaps Joel)? They are waiting for a testtools patch [2] to be included in a new release. Then we'll have to update testtools and stestr to fix the FTBFS. In the meantime, I ask to keep bootstrap enabled in [3], then I'll merge it to unblock Python 3.13 boostrap.
