python-peewee failed to build from source in Fedora rawhide/f39

Please fix python-peewee at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-peewee will be orphaned. Before branching of Fedora 40,
python-peewee will be retired, if it still fails to build.

Reported upstream to support Cython 3 which blocks this: https://github.com/coleifer/peewee/issues/2766

If they would not be able to support it, we might disable Cython extensions and re-enable them once supported.
