Cause: Qemu-ga process tries to copy the /root/.ssh/authorized_keys file from one machine into another machine and save it under the /home/fedora/.ssh directory, but the /home/fedora/.ssh directory does not exist there, which means that it needs to be created. Unfortunately, the qemu-ga process creates the /home/fedora/.ssh directory with incorrect label which leads to additional SELinux denials.
Consequence: SELinux prevents send a key to the normal users of the VM via qemu-guest-agent on qemu and libvirt side.
Fix: Allow virt_qemu_ga create ssh directory with correct label
Result: Normal users could be added ssh-key successfully
