Description of problem:
Very low gpu performance on kernel version 6.4.4-200.fc38.x86_64 38.
gpu runs on full capacity can't even reach 1/4 of the performance it has on kernel version 6.3.12-200.fc38.x86_64.
I noticed when running the game csgo on steam which is nativ to linux.
The fans of the gpu are not running.
Makes any gpu intensive processes unusable

gpu runs fine on kernel version 6.3.12 or on windows.
