The generator fails:
$ /usr/lib/systemd/system-generators/ostree-system-generator 
ostree-system-generator: No ostree= cmdline

The user might install the package to use one of the tools in the package, or to read the man pages, or just for experimentation, and the generator which runs unconditionally should gracefully do nothing if the kernel parameter is not present.

Which version are you using?  This should have been fixed by https://github.com/ostreedev/ostree/pull/2911 which is in 2023.5

Yep, I had ostree-0:2023.4-2.fc38.x86_64. I should have checked the latest version… Thanks!
