Update to 7.2.3 (#2227501)
The significance of this fix to Fedora is that Ruby 3.3 (new in Fedora 40) changed some networking behavior, and that breaks the version of net-ssh available in Fedora 40. This is evident when spinning up virtual machines locally using Vagrant, which is a pretty common workflow.
