Description of problem:
Happened after launch Waydroid
SELinux is preventing systemctl from 'map' accesses on the file /usr/bin/systemctl.

Then you must tell SELinux about this by enabling the 'domain_can_mmap_files' boolean.

Do
setsebool -P domain_can_mmap_files 1

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
