When booting Fedora 38 with any 6.4.X kernel it gets hung up at "[5.328799] [drm] JPEG decode is enabled in VM mode"

Reproducible: Always

Steps to Reproduce:
1. Start computer
Actual Results:  
It gets hung one the previously mentioned step

Expected Results:  
It should boot like normal

Hardware specifications:
-NVIDIA RTX A5000 with properietary drivers
-AMD Ryzen 7 7700x 
-Gigabyte A620M Gaming X motherboard


Also, 6.3.12-200.fc38.x86_64 works fine...
