Description of problem:After upgrading to netdata 1.41.0 (was at 1.39), errors of the form Cannot process /proc/<PID>/limits file appear every hour in the system journal.  There are dozens of these errors every hour for different PIDs.  These errors did not appear in the previous versions of netdata.  They are produced by the apps.plugin module of netdata.  Here is a copy of the journal for a few of the most recent:

Aug 02 06:45:19 redwood apps.plugin[2969]: Cannot process /proc/5952/limits (command 'gvfsd-http')
Aug 02 06:45:19 redwood apps.plugin[2969]: Cannot process /proc/4478/limits (command 'httpd')
Aug 02 06:45:19 redwood apps.plugin[2969]: Cannot process /proc/4364/limits (command 'imap')
Aug 02 06:45:19 redwood apps.plugin[2969]: Cannot process /proc/4354/limits (command 'imap-login')

The files are world readable.

How reproducible: Happens continuously with dozens of these errors apearing spaced an hour apart


Steps to Reproduce:
1.   Run netdata
2.
3.

Actual results:  Lots of errors every hour


Expected results:  No errors.

Looks like this has been fixed in 1.42.  Just need to get that into the repos.
